Job Description:

Major tasks to be accomplished:

Assessment:

a) Assessment of the building for safety of the building structure.

b) Assessment of the building for withstanding any changes required for the Construction/extension of Newborn units in mentioned districts.

c) Identification of potential well reputed bidders for construction/renovation tasks.

Design & Cost estimation:

a) Review of structural design of NBUs (Newborn units) carried out by management of respective Hospitals in collaboration with UNICEF.

b) Design any structures required for renovation and extension of NBUs.

c) Define specifications with precise details and measurements for new works.

d) Define safety practices for workers during implementation of work and make sure potential incidents with labor are avoided.

e) Advise on any alteration that needs to be incorporated in the approved design & schedule of work; prepare drawing & cost estimate of the new / changed structures if required.

f) Prepare schedule of work for implementation.

g) Facilitate bidding process and ensure that all codal formalities fulfilled

h) Prepare Bill of Quantities (BOQ) for proposed works and for already designed activities for cross checking / billing purpose, as per current construction schedule / market.

Monitoring:

a) Monitor all construction & renovation related activities.

b) Be a member of supervisory/oversight committee constituted by hospital management for monitoring and supervision of repair & renovation related civil works in respective health facilities.

c) Participation in monitoring the process of bidding and award of contract to selected contractor.

d) Ensure quality control and progress of activities as per schedule / specification of work.

e) Physically monitor quality of materials and workmanship of the construction company.

f) Monitor ongoing activities as per requirement of the job, as & when required.

g) Test any material, for the required strength & durability, as and when required.

h) Evaluate capacity of the Construction Company/contractor and advice for changing the company if they don’t have the capacity to do the job.

i) Keep daily record of progress and site pictures for reference.

j) Keep record of work done, and forecast the required time for completion of all activities.

k) Brief project related visitors, UNICEF officials, relevant MNCH Programs, Hospitals Management, relevant oversight committees and other relevant officials on progress / quality of work during their visits.

Reporting:

a) The construction engineer/consultant will be reporting to PC MNCH Program KP, MNCH Program FATA, Medical Superintendent/ Agency Surgeons of the respective Hospitals and Nutrition Specialist UNICEF Peshawar.

b) Weekly and final reports will be submitted to MNCH Program KP and Health and Nutrition Specialist UNICEF Peshawar.

c) Keep record of all expenditures with submission of accounts with required supportive documentation to UNICEF Office.

d) Perform any other task given by supervisor in consultation with UNICEF.

Travel:

a) The consultant will have to travel frequently to the concerned Districts/Agencies and visit work sites for accomplishment of the assigned tasks. Monthly travel plan of the consultant will be approved by PC MNCH program after consultation with UNICEF and the cost will be reimbursed on monthly basis after submission of travel reports.

Deliverables End Product:

a) Daily/Weekly supervision and monitoring of ongoing construction/renovation activities at sites.

b) Brief weekly report /inputs by each Friday.

c) Recommend any new/additional civil works needed with BOQs.

d) Monthly progress Report on construction/renovation work on 30th of each month.

e) Timely submission of accounts with clearance of all outstanding accounts by the end of assignment report.

Off Station Lodging Support :

Salary (Lump sum) : PKR 60,000-100,000

Off Station Lodging Support : PKR 3000/ Night

Travel Support @ : PKR 10/KM


Required Skills:
Qualifications or specialized knowledge/experience required

a) BSc in Civil Engineering from a recognized University.

b) At least 5 years of working experience in construction and structure design.

c) A local candidate is highly desired and preferred for this assignment. Other Skills and Attributes:

a) Fluency in local languages Urdu, Pashto.

b) Fluency in spoken English and good writing skills.

c) Planning and monitoring skills; ability to organize work.

d) Ability to make timely and quality judgments and decisions

e) Computer skills, including internet navigation, and various office applications, Auto Cad or any other drafting skills.

f) Demonstrated ability to work in a multi-cultural environment.

g) Have good communication and time management skills

The National MNCH Program sponsored by Govt. of Pakistan (Federal Govt) & DFID is aimed at improving the delivery of better health care facilities to women and children of NWFP. The entire province will benefit. The total life of the program is 06 years & the actual date of commencement of the project is 1/07/2007.

Objectives:

The program will ensure progress toward achieving the Millennium Development Goals in maternal and child health. Specific program objectives are:

1.To reduce the Under Five Mortality Rate to less than 65 per 1000 live births by the year 2011 (Target 2015: 45/1000)

2.To reduce the Neonatal Mortality Rate to less than 40 per 1000 live births by the year 2011 (Target 2015: 25/1000)

3.To reduce the Infant Mortality Rate to less than 55 per 1000 live births by the year 2011 (Target 2015: 40/1000)

4.To reduce Maternal Mortality ratio to 200 per 100,000 live births by the year 2011 (Target 2015: 140/100,000)

5.To increase the proportion of deliveries attended by skilled birth attendants at home or in health facilities to 70%. (Target 2015: 90%)


These objectives will be achieved through the following main components:

1.Comprehensive and integrated MNCH services at the district level

2.Development and deployment of Community Midwife

3.Comprehensive Family Planning Services at health facilities

4.Advocacy and Demand Creation

5.Strengthening of management
